Hawai'i Bullying Prevention Toolkit

This toolkit was put together by Mental Health America of Hawaii's Pono Youth Program with funding from the Hawaii State Department of Health Emergency Medical Services Injury Prevention Systems Branch to serve as a resource for parents, guardians, teachers, and students who may face bullying in their lives. 

Here you will find information on bullying, prevention practices, best practice standards for intervening in a bullying situation, prevention activities and handouts, local and national resources. Most of the information you will find here can guide you towards effective intervention, how to develop policies and practices to respond quickly and successfully for the safety of our youth. 

Mahalo to the Bullying Prevention Task Force members for their mana'o in guiding the compilation of this toolkit. One of the ongoing goals of the task force is to identify, increase and develop a network of Primary Prevention (Wellness) Programs;  groups and community agencies to model and spread the benefits of prevention BEFORE intervention is necessary. We hope that local programs and youth serving groups will be able to recognize their role in primary prevention so that protective factors, interpersonal relationships and the social ecological relationships can be identified, used and shared with all communities across the state. Special thanks to the Chamber of Commerce Hawaii as Trustee of the Public Health Fund for their support in convening the Bullying Prevention Task Force in 2015. 

The goal to ensure safe schools in Hawaii,  free from bullying and violence, began many years ago. Senator Suzanne Chun-Oakland began the Keiki Caucus workgroup in 1990 and invited local youth-serving agencies and individuals to meet. They have been working together to create policy changes, raise awareness of the high rates of bullying in our middle and high schools, provide trainings to youth and the adults who work with them and be able to prevent, support and intervene in a lasting way. 

Housed within the Department of Psychiatry at the University of Hawai‘i at Mānoa , the Asian/Pacific Islander Youth Violence Prevention Center (APIYVPC) is a research, training, and community resource center  established in 2000. The APIYVPC has been conducting research on violence prevention with the diverse population of Hawai‘i, with particular emphasis on Asians and Pacific Islanders. In 2010, a statewide needs assessment was conducted  by a cross-disciplinary stakeholder group that convened to review the results and recommendations of the 2005 Hawaii Injury Prevention Plan (HIPP). The Department of Psychiatry has been a long-time partner of the DOH and IPCP, and was invited to collaborate on the development of the violence and abuse section of the 2011-2015 HIPP. The group developed four over-arching recommendations for violence and abuse prevention in the state. The recommendations proposed in this report attempted to reflect current violence and abuse prevention efforts, and also set forth a plan for continuing the field’s momentum from 2012-2017. However, most importantly,  we must remember that no individual program, organization, or agency can address these issues alone.  
All of us in all disciplines have a role in violence prevention.
